I have heard around 10% of the total budget. Some also charge an hourly rate for little jobs for example if you are only being hired to help with a certain aspect like maybe just for the wedding day to deal with people the couple already hired (making sure no one asks the couple for money , making sure everyone gets flowers, everyone shows up on time.) This will greatly depend on your area.
The rates would really depend on the services that you will be giving to the couple. If you plan on doing an hourly charge- make it lower- since many planners work about 40 hours on a wedding to get it together and planned completely (more or less hours depending on the size of the wedding).
You can do packages. 550, 100, 1500 or more. Check with other planners in your area to see the median charge. 10-15% of the budget is fair though.
It all depends on the size of the wedding you are working. The best method would be to call around and ask what others are charging.
It can be a very lucrative business if you are in the right areas.
